I've used LA Works strength 12 hair spray and a regular gel before with a curling iron - produces perfect GoldiLocks curls that don't move. After a shower, scrunch in the gel, and begin separating hair as normal for iron - or curlers as the case may be. Before twisting in the curler, spray the section with the product, roll the hair, spray while on the roller. Rinse and repeat!

I like to use a 1 1/2 barrel curling iron and do ringlets, in small sections using hairspray or mousse as I go.
I use mousse for very humid days, hairspray if not.
Then smooth them out with leave in frizz treatment.
I am a curling iron freak, my favorites were purchased at Sally's; Ceramic Tools by Jibere, they are gold and black.
A little expensive ($40- $60) but very hot and not much damage. I have had all 4 of mine for about 2 years.
Quick to heat and cool. Less stressful on my hair than rollers, maybe this would work for you too.
